It's because Gaben believes Half Life needs to be revolutionary and push video games forward. Valve won't make a new Half Life unless they believe its next level in some way.

But really it's also because Steam, CSGO and Dota just makes so much money that they have zero financial incentive to make it. They will only make HL3 if they feel like it.

Because their last two games were complete shit, and they simply realized they wouldn't be able to fool people a third time, so they didn't even try. It's a smart move. Their new game would’ve just been another failure on the level of Artifact, Underlords, or Deadlock.
