At the end of their journey Alm and Celica decide to walk a balanced path between Duma and Mila's ideals, and likewise at the very end of your journey through the postgame you can see a conversation Duma had before any sort of madness where he calmly explains his position. It's been awhile so maybe I'm misremebering, but I'm pretty sure that he, the War Father, is the one to divide the country in two to avoid the war that might otherwise occur.

You can give them Diviner and Cavalier from a Partner Seal respectively. There's a lot you can do with the system.
