It's a shooter with fighting game/beat m up design philosophies.In most melee action games locking you into animations when you're attacking as a form of risk/reward is a crucial part of their design, this is not true for shooters, which generally just lets you move around and attack at the same time. RE4 is an exception to this because it's a very action heavy shooter, but it still locks you in place when you want to attack or reload, making it much more commitment heavy than most other shooters. There's also other things such as special attacks having i-frames and certain attacks causing knockdowns that also feels very fighting game. It's an AAA game with arcade game design sensibilities.
