The world is decayed, not destroyed. Magic is what kept the World of Light in check before the New Continent was destroyed by Kefka and his powerful usurpation over Gesthal. The reason everything sucks in the World of Ruin is because he sucked up all the mana from the land, and refused to share, so now there are fanatics and "wizards," that worship him in the tower. Any monsters that were strong enough to survive in his new world of sapped mana roamed freely and killed people wantonly. That's why the world is "ruined," because mana cannot flow freely from person to person, it's all being hogged up by powerful mystics and sages.
