I think most of the examples of some of your criteria hit other of your criteria.
A Lot of them have some kind of timing/minigame stuff in combat, or an ATB bar system even if you can set it to "wait while choosing action".

Kingdoms of the Dump is fantasy adjacent but funny and good, has minimal timing based stuff but still uses it for blocking incoming attacks.
Bug Fables is unironically the best Mario RPG clone out there.
Barrel Roll is a smol indie roguelike that's more of a battle system demo than a real game, but a good distraction and thought experiment in game form
Time Break Chronicles is unfortunately a roguelite and while it does have a story tied to metaprogress it's still not as good as a full story jarpig
I've bought but not yet played one of the xuan yuan sword games, maybe the chinese are decent at this? and "chinese fantasy" is very different in vibe and Setting Ethics to JRPG
I've bought but not yet played a scifi jarpig called Fractured Core, it seemed OK from the demo.
Crystal Project is a game /v/ loved a few years back and while it's both fantasy AND isekai, the plot doesn't matter and the game structure is good
If you like FF Tactics specifically, Fell Seal and Fae Tactics are both good.

Due to how the XP/Level scaling works, you don't need to grind, you just have to learn the battle system enough to not have your main dude die. It's not too long, but has a lot of charm.
It's shit, but holds a special place in my heart.
