I was curious about your thread from the image and text. However, I am unfamiliar the game depicted. You claim this is an issue with the simulation of "street lights" but the street lights are barely visible in the picture and there is no explanation of how they work or what is wrong with it.
The image appears to show cars clipping through trains and each other, not a "street light" issue. Perhaps if you provided more context for your complaint, a healthy discussion would ensue.

Trams became popular because they were the cheapest form of transportation available within cities, cheaper than horse-drawn carriages, which required a lot of maintenance.
Then cars and buses came along and trams disappeared, most cities that still have them do so more to attract tourists than for any other reason.
There are attempts by European cities to create modern, efficient trams, not just another park ride for tourists, but I don’t know if it really works. I think it’s impossible to be more efficient than a modern 1.0-liter car. Or more practical than diesel buses.

It's Cities Skylines 1. The base traffic light simulation is fucking awful because they don't separate turning and through lights nor do they have ay yield logic, so you get this big fucking clusterfuck in the middle of every major intersection. However, the mod I mentioned in response to OP is the solution.
