Yokoyama may consider them irrelevant but they simply cannot happen at the same time now. Too much stuff has been changed or removed to the point that K3 literally cannot follow into 4. Instead of just letting it happen organically all the marketing and in-game messaging just immediately became "HE'S THE NEW KIRYU NOW LOVE HIM!!!" They even wrote Ichiban so that he can never be wrong about anything, is a moral paragon that everyone else is in awe of and turned him into a completely static character in the process instead of actually letting him be a flawed and compelling human being
