Because not everyone wants to use HDR all the time and might also play games which don't support HDR. OLED in SDR is like 300 nits max while some random Chinese miniLED display will hit 600. There are particular use cases for OLED and it still has a lot of downsides if you don't use it for/in those use cases.
You can literally walk into Best Buy right now and see burn-in on their display Samsung and Sony models.

HDR and Oled quality are a thing I didn't initially think much of before, but once you set it up right and play something it's really noticeable how much a difference it can make.
