The Turians are led by the Patriarch, the Salarians by the Dalatress and the Asari have all the unified-but-distinct Republics. The Council are still under all of them.Because Quarian society is run by a military council and there's every chance it would end in military reprisal if they took Migrant Fleet resources to do it. They're also a massively underpopulated race and they'd have trouble breeding and defending themselves if they split up.Because shit writing.A bit.
