The issue with what Billy did is that he used mame with custom refresh settings and the lied about this submitting it as a run that wouldn't need to be checked and verified for things like pausing and splitting. Even outside of world records this is a problem, because it leads to disinformation and borked unreproducable routing, so you need to be transparent about your method for playing the game. Like for every 1cc of youtube there's 200 third worlders posting "playthroughs" and "long plays". And obviously it's wrong to submit a score to an organization operating under a certain ruleset, even if that ruleset is retarded and draconian. This is such a weird situation because Billy's gameplay isn't even particularly impressive by modern standards.

billy set a legitimate high score during a time when not a lot of people actually cared about things like that and was butthurt when someone else beat his score. he probably hadn't played seriously in a very long time and wanted to remain the King of Dong, as it were, so he felt like he could just cheat any nobody would question him reclaiming the record because of who he is. I'm sure he cheated, but the Karl vs Billy thing actually has nothing to do with high scores like retards on this site seem to believe.
