As for Voyager, I think its recent elevation in status comes from all of the new shows being really fucking bad because I cannot think of a single reason to watch VOY. I guess it has 7 of 9, but she's not even as hot as T'pol, and I put ENT way above VOY by the way.

And the Xindi arc was terrible and went on too long.
