No, devs/publishers like this shit because it's all about basic in engine features and requires less skill and effort.
But at the cost of performance which is why they had to resort to shit like upscaling and fake fps because nvidia's efforts have ruined gaming in so many ways that they always have a new "feature" that is basically just trying to fix their previous fuck up.
And since this shit is often done with copyrighted tech, it locks out their competition from being able to perform as well and take longer to patch, since they have to reinvent it all without violating copyright.
It's a great scam nvidia has been pushing for a decade plus now.
Pay companies to use your product so you can indirectly monopolize the market.

Because it's easier for the devs to do this. For some reason despite there being more tools than ever, more documentation than ever, more resources than ever to train people, hardware inconceivable 10 years ago, and a larger pool of talent than ever with decades of lessons on what to do and not do simple games still take 8 years to complete.
Reminder that there are AAA games releasing now whose development started before the 1080TI released.
