You have to manually right click on every window and hit “stop showing news for this game” until they all go away, but it will still have them pop up sometimes.

It's not. That's for notifications in the upper right. There is no way to completely remove the What's New section without modifying the css. Most you can do is click on the gear next to it and select "Only show products updates not other types of events or news" which will reduce but not eliminate the clutter.

i'd rather have to do 3 scrolls down once a day than messing with css files resulting in steam not updating when it should(if you dont disable this, each time it'll update that file) and taking longer to launch cause the way to achieve the above is to fake a failed update
