Why did Blizzard add the culling of stratholme? You're basically just being a paladin doing noble paladin stuff, and then suddenly there's a mission where you're basically playing Oskar Dirlewanger during the Warsaw uprising, and we're somehow supposed to sympathize with Arthas.

This is the whole point.
Rather than actually explain Arthas instantly goes to the nuclear option without having even discussed it with Jaina, with the only proof he has of the situation being the word of a now dead Necromancer.
The entire point of Arthas is that he's not a bad guy but he's got a hero complex and underlying violent tendencies, making him antagonistic towards Uther from the get go and 100% okay with killing civilians "for the greater good". It's the entire reason he got corrupted.

I wanted to say that Arthas was retarded for choosing morally gray option, because objective good exists in Warcraft universe, but I decided to check what 'Light' is exactly, just to be sure. And what do I see?

Up until Shadowlands the Light was still objectively good, with the only detracting moment being a time when a Naaru tried to force Illidan into taking a shower to get the demon stank off him.
Shadowlands tried to pull a "Erm, akshully all the cosmic powers can be Good OR Bad!" because FF14 was big at the time and had just hit it big with a "Light bad' expansion since their cosnology works differently.
The writers bebind Shadowlands backed off a bit after backlash but are now back to their old shit again.

Notice how his behavior went full on desperate to find a cure, and mal ganis became the scapegoat.

He wasn't even feeling cold or remorse by the time he reached northrend, he was already losing to the plague and the light was slowing the infection, when he got to northrend and the lich king began whispering in his head, it was over.

Also, Many DK's of the third war are paladins who lost faith and saw corruption after the second war and joined Kel'thuzard in northtrend to serve the lich king.

Paladins canonically are immune to the plague of Undeath in Warcraft 3.
