It was delayed because it would've been another Cyberpunk with bugs out the ass and Rockstar doesn't release games in that state.

V was announced in 2011 and then in Summer 2013 it started getting heavier marketing, more trailers with more specific focuses, etc. before it released that September. Red Dead 2 got delayed from Fall 2017 to Spring 2018, then again to October 2018, and it started getting heavier marketing (including gameplay footage) that Summer. GTA VI will probably follow the pattern.
