I imported the Bloodborne complete edition from the UK and it has Farsi on it for example.

Hacking the 3DS has helped with this matter, yes, but hacking a system is an enthusiast thing, not a common thing. Even the Vita has region-locked DLC and since you can only have one account per Vita that means it's impossible to play JP DLC on an American account without piracy (Also why you get banned from trophy sites if you do things like get DLC trophies on JP games with DLC when on the Vita specifically).
