Cable networks aren't public TV, they don't have to follow the FCC's rules. There's no law requiring them to cater to any specific age group. They just are sort of trapped by the audiences they've built up and what their viewership expects of them. And if they screw up bad enough, it can cause consumer backlash. THEN there will be a law. Which is why cable networks self-regulate to avoid being actually regulated by the government.
