Per the title, is there a more misleading intro for a game than pic related?

Since I haven't played a Persona game before, the intro has you think you'll actually be leading some shady group of kids doing questionable things for a greater good.

Yeah, I was expecting a much darker tone, especially the shot of the three girls at the computer makes them look much more mature, composed, and mean-spirited (yes, I know it was made back when Haru had a completely different personality).

She improves a lot with the final chapter in Royal where the sadistic streak is let loose on Akechi.
Choice comments such as her swearing if he tries any funny business she'll bury her hatchet in his spine and drag his paraphlegic ass out into a convenient open spot for passing shadows to finish off.

And Strikers tops it off by giving her road rage and unchaining her inner speed demon.

Cartoonishly evil as in the audience has an easy time agreeing that the protagonists should stop them. Kamoshida beat and fucked kids. Every major palace boss, except Futaba, was established as so evil, anyone playing the game would side against them.

The actual villain of the game is the sloth of society, knowing that such evil exists and turning a blind eye because it's inconvenient. All of those cartoonish villains are based on real scandals, and the point of it isn't to get the audience to rally against them, although that is a side benefit. Its that that's how it is in the real world. There really are people as scummy as Kamoshida and Shido running around doing their thing right now and people are just looking the other way.

And turn them into better people. There are never any negative consequences to this. The gang never gets it wrong.
The game would have some teeth if they actually ended up getting into sketchy territory and changing the hearts of people who may or may not have deserved it or if there were ever unintended consequences for their actions. The "fake out" doesn't really count because it wasn't really them at fault for Okumura.

Makoto and Haru and Hifumi were originally supposed to be two characters but at some point got split into three. Noir was a violent sadist and Queen was a chuuni shogi pro, both party members. At some point hifumi was split out of the shogi player and Queen became Makoto and picked up some of the femdom elements of Noir, and then Haru just kinda became an empty shell of a character.

My personal belief is that they realized that due to their idiotic way of dripfeeding the plot Haru doesnt exist for three quarters of the game and all of her characterization wouldnt fit in the ~20 free time slots that she exists for prior to the end of the game.
