Electricity itself wasn't the problem. Barret himself lived in a coal-mining town and (if you care about Compilation canon) moved onto oil by Advent Children. The problem was the specific resource Shinra was using was killing the world as effectively as Elemental Fiends were in earlier entries.

Producing electricity is not the bad thing, using other resources to produce it is fine. Using the magic ingame planet-blood to make the electricity is the bad thing.
