The problem was the specific resource Shinra was using was killing the world as effectively as Elemental Fiends were in earlier entries.

The funniest part is that if humans ever wipe themselves out to pre-industrial levels, we can never again attempt to industrialise because all easily available resources have been depleted. Planet's lifespan is too short for another fossilisation cycle.
