Pixel art was ALWAYS a product of technological limitations.
If we had high resolution displays back when video games were first made, developers and artists would have absolutely just used high resolution images instead of pixel art for graphics.

Everyone's TV was different, there was no standard back then. I used to play NES on 15" TV from 1975 (you had to screw in the little hooks) and everything looked blurry and the outer glass was so convex (bulged outward) you couldn't see anything in the corners of the screen.

The only real consistent good look was from arcade machines that all pretty much used the same monitors and are what the developers used to make the art on originally.

Bought a chinkheld and started playing some Fire Emblem romhacks on it with a filter to make the colors darker + scanlines and I gotta say, it looks excellent on the small screen.
I was never into filters because I usually played at like 2x the size on my PC, but on a screen that is about the same size as the original GBA, I really like them.

The lack of ghosting/motion blur on a CRT is what makes them so nice, yes. It is much easier to track a target even on a lower refresh rate because of it. But modern OLED is already pretty good and is only getting better.
