It takes the knowledge gained from creating the FPGA cores for Mister, and then the money and original design documents and schematics from SNK, as well as probably a fresh decapping and scanning of the Neo Geo's original ASIC. This is all used to recreate the original Neo Geo ASIC (which you could consider to its "GPU") as closely as possible, and then manufacture a new ASIC for a new set of consoles (the rest of the Neo Geo is off-the-shelf parts you can still buy today). If done right, the result should be 99.999% accurate to the original console. I won't say 100% because there's always the unknown, but for all practical purposes it is a 1:1 recreation.
