NV exists because F3 was a success and people demanded more, but because Bethesda was too busy with Skyrim, Obsidian was offered the chance to make their own spin-off. The thing is, to this day there's a lot of drama and secrets behind the development of the game, the most recent interview of Avellone shared some light about the internal problems and bad blood between Obsidian and Bethesda.

He did add some new funny details like them scolding him for promising 30fps minimum and showing them a powerpoint shitting on their studio.
