No. It would make more sense if each one cost like 10K, then it would be far more viable. That particular Tyrant model sucks regardless of price though, it didn't even need to a rocket to truly kill. The Tyrant from RE1 was stronger. Even the proto-Tyrant from RE0 had better regen.

Some well-traimed cops can drop a Tyrant in an arena battle over an extended time, sure, but you are playing in an exceptional circumstance where the cops are the target. In the real scenario of these guys hunting down a 60-80 year old billionaire or politician that isn't literally on the level of protection of the president of USA or China, they're running PAST the security forces (which don't get the luxury of extended time and focus to stop them) and easily killing the mark. You need a small army of guards to actually kill one before it runs to Geriatric Boomer #185 and instantly kills him, and that many guards is unrealistic for nearly everyone.
