It does, different brands have different warranty policies, though different product ranges might also have different policies, read before you buy.
I worked as tech support for ASUS and if you RMA'd a monitor they'd send you a refurbished one even if your monitor was barely over a month old.

That was ASUS UK's policy, but I'm pretty sure it was the same in the EU.
In any case I managed to kill the USB hub on my Dell Ultrasharp monitor this year and Dell sent me a brand new one a couple of days later, so I ain't ever buying some chinkshit monitor even if it's cheaper.

I'm using this monitor, Acer Gamer Nitro Nitro XV271U.

27", IPS, 1440p and 180Hz. $170.00 in Amazon. I really like it, the only complaint that I have is that there's a good amount of backlight on the sides, but it's usually only noticeable if you play in the dark.
