Yes, but it's an urban myth. It was just bad because Gen X'ers were journalists, and grew up on NES Nintendo and Genesis Sega, and felt that Sonic had become a cringe weeb series that people made online porn for. And this was true, and around 2005 it had the Shadow game, and it had a friggin Anime. It went full "weeb", and that made jouranlists dunk on it no matter what it was. So there were contests at IGN on who got to review the game, just so they could give it a low rating.

In reality, we've psyoped ourselves into believing it's bad when it was never actually that bad. As someone who grew up with only 3D games, knew what Sonic was, and only gravitated towards it when I saw the E3 trailers for this game, I played it, and I had some issues with it (the fucking town hubs), but it really doesn't feel like a bad game.

A lot of things that are unfinished about 06 are things that were also unfinished about Sonic Adventure 1, 2 or Heroes. The sound design is actually better in 06 for the most part. But it has issues. Cutscenes are fully animated, but there's definitely missing effects. There's missing animations for certain gameplay mechanics, but it's like... there's loads of other games with these exact same issues. In the end you have a complete campaign for 3 characters, the cutscenes are not objectively bad. They tell a story that is self-consistent, and the ending and final boss is actually pretty great, and you feel something when the game ends.

And the music is amazing. So I can't see how it's bad-bad. It's not the best, but it's not that bad.

I was 19 in 2006. My childhood save of SA2:B says I replayed it for 50 hours. I bought Sonic 06 on day one. The game is shit. Mostly because of the load times, but its physics and clipping issues are still notably worse than even the Gamecube SA1&2 ports.
