The Teutoburg meme is just that: A meme. Rome lost way more men in other battles that nobody cares about. They also BTFO the Germanic tribes later on but they felt like it wasn't worth it to stick around for basically a bunch of mud huts.

The only victories against Rome came when they were bickering amongst themselves or when they retreated due to the lack of exploitable resources on the conquered land or adjacent to it. Each and every single time and the Empire's fall is no different. There's no better example of this than Cartagina.
