That's like PS5 tier power. A 3090 Kingpin (my last GPU) running at 600W definitely needs a 360 AIO. My 5090 FE can run on its air cooler but I get 20% more compute with it on my 420mm loop anon. And even if you didn't have toaster-tier hardware and instead mid-tier or high-tier stuff just because it runs with air cooling doesn't mean it is running well. Modern hardware limits performance based on thermal headroom (READ: throttles). So yeah you can go air cooled on high-end high-wattage hardware but you'll only be getting 70-80% of what you're paying for.
