It runs like shit for no reason other than the UE5 tax, it carries over most of the old bugs, introduces new bugs, and has stopped being updated or supported two patches in before they even got around to the new bugs they introduce. Other than that, pretty much 99% of the stuff wrong with the base game, which is being a completely shit RPG.

The level scaling problem is more related to some enemies always leveling with you while other, weaker ones eventually getting pushed out in favor of the scaled ones.

The level scaling problem is broad and deep. Enemies scale way too closely with the player, and there's basically no logic to it based on location, this is something Skyrim addressed somewhat imperfectly with encounter zones, which means that the entire world visibly and rapidly adapts to the player. Almost all loot scales with the player too, which makes exploration pointless because you're just as likely to find a Daedric warhammer on a bandit as you are in a dungeon chest. Quest rewards and some unique items scaling with the player is also a problem because you don't want to do the quest too early and get a worse version of the item you'll eventually have to scrap because it's now useless. The entire system is basically a binary between never levelling up or power-levelling with your primary skills being stuff you have absolute control over rather than what makes sense for your character, it makes exploration mean nothing, and the minute you see behind the curtain as to what's going on it ruins the entire game irreparably.

There aren't even any good mods that fix this.

Except that part is bullshit you don't have to do at all, and the game is made noticeably harder taking redundant skills you won't use instead of actual skills you intend to use. Much of the players power comes from their skill level, gear, and any spells or enchantments they have, their attributes don't provide as much of a boost as alleged "experts" on the games systems claim they had. Frankly you can get away with never leveling luck or personality and still be completely fine and if you got +3 bonuses consistently for the attributes you do focus on, you'd get them to 100 by around level 30. I do agree that the leveled loot, enemies, and even the world as a whole was a bad move, because the game keeps having these sudden difficulty spikes when you get into a new bracket of enemies. You often go from fighting something you can currently deal with, to some unusually harder enemy that has more health and damage than anything else encountered, until that enemy just becomes the new normal until it's also replaced with an even more powerful enemy, sometimes just a version of that very same enemy.

Amazingly, the remake didn't really fix this, and the difficulty scaling they did go with is fucking asinine. The standard difficulty is noticeably easier than Oblivions standard, but if you bump it up, it's harder because it gives enemies 2-4 times MORE health than Oblivion ever gave them. It's either a walk in the park or you're beating up bullet sponges for minutes on end. It's like the game is cursed to never have a linear line of challenge to player power.
