Because 1 or 2 whales can push a microtransaction game to the top of steam with their wallet alone while a regular business model game can't. Live service games don't need more advantages than they already have by the virtue of being F2P.

That's the entire point. The steam top sellers is all about revenue. It's basically just a snapshot of whatever is spending the most money on a game at any given hour. If a couple thousand people decide to preorder a 60-80 dollar game, it will also make the list and even hit top 1, which is why you sometimes see games that everyone called a flop like Marathon or Veilguard make the list.
