Unfortunately, yes. The reason why though is mainly because you spend more resources on designing a game instead of making sure that every single pore on someones asscheek is 4kHDR. The limitations of memory space doesn't really exist anymore, and there can be a fun challenge to design a game with self-imposed restrictions like the polygon count or fidelity of the textures. It can also help give the games a certain "feel" when playing, if thats what the creator wants. It can also be a cop-out to put in less effort and go "so retro" for your shovelware crap.
t.someone who played the og RE trilogy and wants to make something as limited and fun as those games

i love me some PS2 kino but it's the biggest hit or miss gap there is out there. you can have some beautiful shit like DOA2 and KH2 but at the same time operate on an atrocious level like May Payne and Summoner.
you don't have a discrepancy like that on the PS1. almost everything looks good and it was really hard to tell apart low qualy shit (Hard Egde) from big budget titles (Resident Evil)

idk, I kinda like the PS2/OG Xbox era of "realism" in games. Something like Halo: CE has an interesting look to it that isn't really around anymore. That at the time, it was the highest fidelity they could reach with the limitations. It really wasn't until the 7th Gen that they figured that shit out and now games all kinda look the same.

I think there's something to admire about perfectly adhering to existing console limitations (or even making your own limitations like with Pico-8) but there's nothing wrong with breaking some rules for the sake of a more cohesive/readable aesthetic, particularly due to designing for HD screens as opposed to CRTs. Shovel Knight couldn't run on an NES but it still feels like an NES game in many ways.
