Yes, pokemons are designed with specific traits, behavior, background, motiff and tons of shit that is not obvious at first glance, that's why they spent like 90% of the budget on the trainer/pokemon designs first and only like 10% on the actual game programming.It became more obvious when you started watching pokemon behavior on 3d games like stadium 1&2 and fordwards.

The design probably goes through 4 or 5 different artists and executives desks, all making commentary and redlining the design before it makes it to the final iteration. I'm sure even the original artists make several iterations before landing one that they feel confident enough to review. I don't think a lot of Fakemon designs do this or have this opportunity.
