It's hard to gauge when there are 10k pieces of shovelware releasing on steam annually

Hong Kong 1997 is too funny to be the worst. The humor gives it a slight amount of entertainment value.
The absolute worst game would have to be horribly designed, completely broken, unoptimized, unfinished, ugly, barely even playable, and mind-numbingly boring.

What I hate most about this industry are those Western console games from the 1990s that focused on action, the ones where the developers seemed to have absolutely no clue about game design, level design, or anything at all, and just made stuff that made no sense, with no rhyme or reason. For example: Earthworm Jim or similar games.
Holy shit, I used to see people raving about Earthworm Jim, and I thought there was something wrong with me for finding it completely unplayable in every way. Now I realize that I actually had good taste as a kid, unlike the other retards.

The truth is that the answer is probably some obscure MS-DOS title that is almost completely unplayable and it's impossible to get past the first screen, but that'd be boring.
So I'll just say Mario Wonder, because it didn't appeal to me.

That isn't really possible to answer with there being so many video games, from indie games that don't have much a following to obscure shovelware to bootleg games and such, but I would assume some of the worst would be some of the mobile games out there. I know there are Hello Neighbor clone games for mobile that are pretty trash for example. Sadly it seems like the mobile game store sites I can find don't really allow much sorting besides the basics so I can't get that much info.
