And they already have Willamette blocked off where Frank is the only guy who gets in with his helicopter.The small town setting also makes the plot plausible that Frank legitimately was the only reporter who could be fucked spending money on a pilot to breach into the place to investigate. But idk about Carlito's strategy, it's like he created the same circumstances as his own small town that the military can and do end up containing if not for Frank, but meanwhile with the zombie-vaxxed orphans he puts them in population centers too large to ignore.
