Kinda? All of these things were commentaries on how technology will shape war and the media surrounding war but they were also normal talking points for years even before AI was a thing. Machine Learning is not a new thing and Kojima would have known about all of this because he works in a field that had been using rudimentary machine learning for years and these are common points of interest in sci-fi and film.
He did predict the future with Death Stranding however.

Kojima's works are all very affected by his experience growing up in the years of the Cold War and its resolution. So being born into that, if it's on your mind, and you become an early software developer and you see how the internet works, and you know how the CIA works, and how the phone cables were used during WW2 and USSR, you know there is going to be a new version of that with the internet. We think he's so prophetic, but really all he did was put 2 and 2 together and think about where the internet takes us in the interest of governments. And in that sense I guess he is prophetic, but it's just not as mindblowing as you think. Only to us millenials and genz, because we grew up very oblivious to a lot of things, even despite reading history. Our schools taught us about totalitarianism in East Berlin (at least in my country), and we also read Animal Farm, and we know all there is to know about WW2. But they don't clue you into the knowledge about secret services or how exactly wiretapping and surveillance worked in years of communist uprisings or war-time. So to a lot of zillenials who are just teenagers, playing their PS2s, this game would've been the eye-opener to the contept of the internet being anything more than an easy communication tool.
