1) it's a shitty image filter
2) an actual scientific explanation is that the different wavelengths of light have different refraction index which causes colors to be refracted by lenses at different angles, making the corners of the image look bad from the lens effectively acting like a prism at the edge

In photography it is a solved issue because chromatic aberration on XY plane is easy to correct, only longitudinal chromatic aberration is hard to correct.
In other words, the devs who use it are RETARDS that never took a picture with a good lens and they believe that CA makes the image look more CINEMATIC.

but in case of human vision the brain actually corrects the quality of the image to make our sight not have color fringes, but there are some tricks to see it on your own with your own eyes
btw this is a picture I took with a russian lens I bought for $20, Helios 81H, the lens utilizes classic double gauss lens design which specifically was used for a long while in photography for prime lenses because it allows you to use large f-number (more light let through lens) and it's generally good at correcting aberrations (chromatic aberration is just one type of aberration, there's more)

A little bit of film grain can add some texture to a scene, especially to distant landscapes or very simple flat models so it doesn't seem quite so artificial.
I also don't like zero head bob as it makes the character seem to be floating around like a stupid ghost.
All the rest are correct and you can add vignette, especially as an added visual indicator of crouching.

This. Plus vignette, and if it's ever possible auto exposure and volumetric fog. And I'll turn brightness up compared to recommended settings.
Regardless of whether I find any of these settings beautiful/useful or not, they all really hurt my eyes and give me headaches. Modern AAA games, even when otherwise good, are all a pain to go through for me because of this.

It's cinematic. If you would want to reduce this effect in photography and the like you'd need to pay for a more expensive lens. People paid gorillions for better lenses. No one wants that shit. Other than normalfags.
Devs also like to use it to hide imperfections, as the other anon said. Who gives a shit if the game ends up looking worse and visibility suffers, the normalfags can tolerate it, so just go ahead and use it.
