I could be misremembering something, but with Zanarkand destroyed after the war, Yu Yevon created the mass Fayth to "summon" a recreated Zanarkand in its prime, with people and everything. That's why Bahamut's Fayth asks Yuna and co. to put an end to it, because they've been used to constantly keep Zanarkand running for generations. Sin was created as a protector for it. It was a "real" location that could be accessed, but no one except Auron unsent could get to it because of Sin.
