Japan didn't think Americans liked "cutesy" things back then. That was the reasoning for a lot of games not getting localized, or being heavily edited for localization.

I actually own a copy of this game. I got it in an N64 lot with Bangai-O and Sin and Punishment. Should I mess around with it some more? I didn't know what I was doing when I tried playing.

Whoever was in charge at the time rejected it because they thought it was too weird or too childish looking. Or not modern enough.
The PS1 library in Japan for eg is absolutely loaded with stuff that would have worked in the USA but they wouldn't allow it for stupid arbitrary reasons.
