yeah, scanline scaling ("mode 7") isn't too hard in pixel shaders, and the water is just scaling a uv offset based on vertical pixel coordinates
the scrolling cloud sprite is drawn in perspective, or you wouldn't get this effect where they actually seem to have height/depth

You should play the first 2 Lunar's and Skies of Arcadia.
They have similar tone. (IE heavily influenced by 80s ghibli movies and Anno's Secret of Blue Water: Nautilus Story.)

That's interesting, I might be wrong then. My reasoning was always that the barrier of entry got so low that the market got flooded with crap, and that is why high effort cartoons disappeared. I can't find the tom and jerry cartoon example, but how do you explain that the quality got so much worse at the same time as technology also shifted. Is it just a marketing thing that they feel they have so much brand recognition that they can tank their quality and still sell, or that quality was never a selling factor?
I still can't quite piece together why everyone would go for more expensive AND worse quality. I'm sure that the highest level fidelity CGI is costly, but lowest entry level must still be cheaper than hand drawn right?

it all depends on how sloppy of a job you can tolerate and how much you cheap out. at the low end cgi is generally cheaper, but it does look jarring and janky
