Looking into it, they did this because there was an exploit where you could buy a bunch of digital games, install them, then take the console offline and return the games for a refund. How it works is you buy the game and you have to check in after 30 days so you can’t do the refund exploit but after that it never asks again. This only affects digital games and not physical games. Simply put, you get a temporary license during the refund period and when the refund period ends its replaced with a permanent license. It doesn’t affect physical games because it’s up to the retailer to handle refunds.
