The most obvious issue is that Guile was literally made to be a caricature of an American soldier, and van Damme is Belgian. The other issue is that Guile is a gigantic man, while van Damme is below average height for a white man.The best casting choice back then, at least in terms of looks, would be either Arnold or Dolph, though both are ironically also not American (though Dolph can kinda fake an American accent).
