Disc rot is definitely real, but it's a manufacturing issue and exceedingly rare at that.
Audio CD collectors have researched into this extensively and over the years they've identified a few manufacturing plants where during specific time periods there were manufacturing issues that caused disc rot, there's a specific Philips plant where nearly everything they made is trash by now. DVD Videos also have some known bad batches, a certain time period of Warner Bros DVD releases being the most infamous.
As for video games? It's so god damn rare that there isn't a single title for any system that's commonly enough rotten to be used as an example.
There are other unrelated but known issues affecting some games though. Gamecube games having their disc art peeling off is perhaps the most well known one. In fact, you're more likely to hear horror stories of flash and ROM memory experiencing bit rot. Did you know Paper Mario for the Nintendo 64 uses a custom flash memory chip for saving that has a limited number of writes on it? Eventually the world will run out of functional Paper Mario cartridges and there's nothing you can do to prevent it!

Yeah. I still have all of my 360 games, but they're sitting at my parent's house collecting dust. My own 360 broke over a decade ago, so if I want to play my Halo 3 disk I would have to ask my sister if I can borrow her 360, and then pick up my game from my parent's house, or I could buy a new 360, which I'm not going to do. Or I could just log into my Steam and download Halo 3 there. Halo 3 now exists anywhere I can log into my Steam account. Only things that ever were actually susceptible to disc rot were Laserdiscs, and only because half of all LDs made were manufactured wrong so that the seal in the casing isn't completely airtight. CDs, DVDs, Blurays don't have to care about any of that as long as you store them indoors.
