I'm pretty sure the reason this game is so mad overrated is because people have no way to play it and take its fanboys' word as truth (the Sakura Wars syndrome). If it got ported to modern system everyone would mock it as an overrated piece of shit.

Thinking about it, the Sakura Wars parallels run even more strongly. Not even among emulation fans neither Sakura Wars or Senran Kagura even remotely popular, when emulation allows obscure but genuinely good games to become cultural phenomenons that even get modern remakes (Seiken Dendetsu 3 and Live a Live being the most notorious examples).
