anniversary and special edition are the same for modding, anniversary just has some paid mods in the creation club. Some modpacks need anniversary edition but if you're modding it yourself then you don't need it.

That Oblivion remake they're doing in Skyrim runs on Anniversary only, which IMO is retarded because VR could be its saving grace.

If you don't own it then no, special edition is more stable and everyone moved onto it. If you really want to play it for whatever reason then pirate it.
