Most russian/chinese CPUs are industrial use. They're used to power things like TVs, car interfaces, fridges, washers etc.
They weren't meant to run games until fairly recently.

The point is that technology is advancing at slow pace even in the east-asian continent which means sooner or later they'll have their own ecosystem stack cutting off the westoids entirely. Apparently you don't understand this.
