That is higher than used because recent updates dramatically increased RAM usage to "fix" explorer slowness. Windows uses a number of services to cache recently and frequently accessed files on disk in RAM, and uses heuristics to predict related files to also prefetch and keep ready in RAM.
In ye olden days when everyone still relied on spinning rust aka HDDs to do live work, rather than serve as just cold storage, this made some sense because hard drive access times are relatively slow. Now though, with SSDs and especially NVME drives, this RAM cache is basically two drops shy of being utterly fucking useless and in some edge cases being outright a performance DETRIMENT.

Before the megacorp faggotry buying up all the chips, you could easily pick up 32GB of really good RAM for $125 or so and 64GB for a little less than double - I bought 64 of DDR5 6000mhz 30-36-36-96 Gskill Trident Z Neo for like $225. Its insane that the same kit I've seen over $1000.

You can get away with less certainly, and Windows and some applications/games being really spendthrift with RAM because its available can be an issue, but its more of an aggregate thing in most cases where people are starting a game when they already have a fuckload of applications built on goddamn Electron which basically bundle a whole Chrome/ium browser into everything. That sort of thing. Still engines like Unreal can also take up a fuckload of RAM if given the chance but can usually be beaten into submission by decent devs...but we see how often that happens. So yeah, I think building a new gaming PC 32GB is minimum and 64GB i the new "overkill for lower end stuff, but thinking ahead and handling a few niche cases or high performance programs" amount.

The more ram you have the more you will see in use at idle but when programs really do demand memory the OS will unload some of its caching as needed. Sleep mode basically exists because disk access on HDDs is slow as fuck so keeping everything warm in ram while rest of system enters a low power mode keeps a responsive system (and is also why on platforms like threadripper sleep is broken - when you have loads of ram the power needed to keep it warm breaks the low power state of the cpu).

Except it doesn't. Windows doesn't try to eat up as much RAM as possible like that, and it's memory management is designed so that RAM will be freed up when necessary. It also "reserves" unused RAM and frees up that reservation as soon as there's a demand from a program to use it. Not to mention how unused RAM is wasted RAM, and the real issues start when everything has to be offloaded to the page file.

One thing I do to every device I own is to disable or outright delete anything I see as unnecessary. Like notifications, UI effects, apps, etc. My shitty Samsung AO3 from three years ago works like brand new because of that. I disable minor effects on Windows when I installed it and installed some monitoring apps, plus blocking anything from making changes to C: drive.

keep a Windows 11 install on an old 250gb SSD to use karhu and testmem5 and really is a nightmare to use, I feel like people only stick with Windows because it's what they know. What made me realize that new games are coded as shitty as they are was GPU crash stability. I had a faulty GPU once until recently that timed out every week or so while gaming. Almost every old game didn't care, Dawn of War 1, CnC Generals, Payday 2 even or even the notoriously shit Gothic 3 all recovered after a driver timeout effortlessly.
You get a driver timeout with a game released past 2015 and you can be 99% sure that it'll crash or freeze and never recover.

Unlike you, I read that article. It does not say Windows 11 needs 32GB of RAM. In that article is a link to the Microsoft's official system requirements that says Windows 11 needs 4GB of RAM.

What it actually says is that many third party applications need a lot of RAM. They give an example of discord often requiring 4GB of RAM. They say if you plan to have several of these programs open at the same time you are gaming then you probably want 32GB of RAM.
