I get the impression this is the "don't lift with your back, lift with your knees" of rifle hand positioning.

If you're going to pick something up the lazy way is to just lean down and lift it up. Feels natural and quick but it's also the wrong way to. You're supposed to crouch down while keeping your back upright and then lift the load with your body.

Likewise holding a rifle by having your hand under the handguard is what your hands would gravitate towards, even if gripping the side of the rifle grants better shooting performance at the cost of a more janky body posture.

Every budgeting decision is an exercise in opportunity cost. Could they have done both? Sure, but something else would need to be sacrificed. Maybe there's a worthwhile trade in there somewhere, but I honestly doubt the number of people paying attention to opti/k/ functionality was expected to be high enough to bother, and I can't say I blame them, even if I too would prefer the sights actually worked. On the other hand, much everyone is going to notice if the outfits don't match, and the majority would probably care to some degree. That's certainly not the trade I would make at least.

You want to lean into the rifle with your whole body so you can brace and pull into the stock. This means there's more control over the recoil, especially when you make follow-up shots. If you're just standing, making one shot, it doesn't matter, but if you're moving around or are making rapid follow-up shots, you have a substantially more stable firing platform. Current generation rifles just aren't designed with this kind of grip in mind, even if you do become a better shot for it. They still have a layout that more naturally guides your hand to an underhanded grip.

Bullpup weapons seem like some way to cleaning this up. With the ability to have the same barrel length but in a frame with a shorter forend, building a bullpup with the intent of being C-clamped seems like what the industry should be pushing towards, if that is the prevailing wisdom. Designing for canted shoulder aiming can also smooth this over too.

Bullpups died out as a concept because it turns out shortening a rifle without shortening the barrel or reducing the power of the shot just results in an unmanageable amount of recoil that hurts the performance of the shooter.

Rifles designed for indoors go the opposite direction: shorter barrel, lower muzzle velocity. You don't need incredible stopping power when you're firing at someone within spitting distance and the carbine approach also makes recoil more manageable so you can place more shots down range, more quickly and more accurately while also having better handling and control over your weapon.

Even outside of specific urban/close combat specialization, the whole world is heading in the direction of Carbine service rifles with shorter barrels and lower powered rounds, except for the US army's new service rifle.
