Chris, while generic af, is an accurate depiction for someone in this line of work. RE8 was a good game because it didn't shy away from making Chris a depressed retard.

Because Leon works alone, he can carry himself through an apocalypse by cracking jokes
Chris is the head of a squad and constantly losing people (like Piers or Ethan) so for him joking around would be in bad taste
