It was fine when Itachi first used it as it was implied that it was something that could only be maintained for a very short time and costed a massive amount of chakra. At the time I remember thinking it would be an answer to Naruto's wind rasengan, since they seemed to be developing counter/ways to keep up in narrative with Naruto getting the boost in learning (clones) and sage mode having him catch up a lot in sheer power. But to stand in a "fuck you Im invincible" chakra mech was just too much.Though you could argue that Naruto's clone learning also broke things retroactively since it would be too abusable to ignore for anyone that could even must 2 or 3 clones. But that was still atleast semi workable as you could say that its a forbidden jutsu that usually only high chunin/jonins learn, so jonins were secretly abusing it all along off screen (though that begs the question on why Kakashi didnt teach Naruto this early on when he knew he could handle it). And Naruto could just abuse it more than anyone else. But I digress.
