I don't think this lore was ever stated for FFXIV. It's a lore point in The Elder Scrolls and people started fan-canoning it to apply to FFXIV really early on when there was basically no lore regarding half-breeds, and it kind of stuck and grew from there. From what I understand, the lore is legitimately just that hybrids result in mixes, they're just incredibly uncommon because Eorzea (the most diverse land) is incredibly racist and half-breed pregnancies are more difficult to create (and because the devs are too lazy to make models). The two most widespread races are Roegadyn and Hyur and there's some lore (from the Encyclopedia) suggesting that Highlanders see discrimination where they're considered an entire race of half-breeds between Midlanders and Roegadyn, especially because a lot of Highlander names are very similar to the Roegadyn language. Which makes sense to me, because Roegadyn are essentially just big Hyur, anyways.If you can find a source regarding the mother's race being more determinant I'd accept it, I've just never actually seen it any time this conversation comes up.
