A "game" should recursively teach the player how to play the game in a way that is fun. If the menu and building interface is bad and the game additionally decides to punish you for still putting up with it by limiting your enjoyment through resource consumption and time limits, then the "game" has failed at being a game. The building mechanic in TotK is just an act of play stapled to the rest of the game and is largely irrelevant to the game itself, being at most a thing you have to put up with to create the blueprints that are an actual part of the game.
Even the triple jump in Mario 64 demonstrates a better understanding of what makes a game a game than the building mechanic in TotK.

There was likely no one with sufficient oversight of the project and sufficient vision for what the menus were supposed to look like, so the final result is incredibly simplistic
Menus are just a component that gets easily overlooked in modern development, often being viewed as just a means to an end or becoming outdated due to design shifts, so most games end up with total placeholder menus if the project doesn't have strong direction from start to finish.
